1. Download Apache CXF from here. I'm using 2.2.1
2. Unzip the file to a dir eg. mine is in D:\Apache\apache-cxf-2.2.1
3. To setup eclipse with CXF:
Install the following plugins as instructed in here
http://eclipse-cs.sourceforge.net/update
http://pmd.sourceforge.net/eclipse
http://subclipse.tigris.org/update_1.4.x
